What Are the Georgia Home Energy Rebate Programs?
Georgia's Home Energy Rebates include two programs designed to help residents lower energy costs through energy-efficient home improvements and electric appliance upgrades.
Home Efficiency Rebates (HER)
The Home Efficiency Rebates program focuses on whole-home energy efficiency improvements. Rebates range from $2,000 to $16,000 per household, with higher rebate levels available to households that meet specific income requirements.
Rebate amounts are determined by:
- The level of energy savings achieved
- The income eligibility of household occupants
Home Electrification and Appliance Rebates (HEAR)
The Home Electrification and Appliance Rebates program provides point-of-sale rebates to households earning less than 150 percent of the Area Median Income (AMI) in their county. Eligible households may receive up to $14,000 in total rebates.
Eligible upgrades may include:
- Heat pumps for heating and cooling
- Heat pump water heaters
- Heat pump clothes dryers
- Electric stoves, cooktops, ranges, or ovens
- Electrical panel upgrades (breaker box)
- Electric wiring upgrades
- Insulation, air sealing, and ventilation improvements

Who is eligible for rebates?

For the Home Efficiency Rebates (HER), rebates are available to individuals conducting energy efficiency upgrades of single-family homes and multifamily buildings. These rebates are available to households of any income. For households with a total annual income below 80 percent of the area median income (AMI), rebates can cover a higher percentage of the total project costs.
The Home Electrification and Appliance (HEAR) program is only available to households with an annual income that is less than 150 percent of the area median income (AMI) of their county.
Can I participate in both programs?

Households may participate in both the HER and HEAR programs if they meet income requirements for both. However, neither program can be combined with other federal grants or rebates for the same single upgrade; each rebate must be applied to separate eligible improvements.
Already in WAP? You Can Still Apply
Georgia residents can combine multiple programs, including the Weatherization Assistance Program (WAP) and local utility rebates, with Georgia's Home Energy Rebates. However, these funds cannot be applied to the same single upgrade, so each rebate or program must be used for separate eligible improvements.

Households must provide a state-issued ID (driver's license, passport, etc.) and proof of residency or property owner authorization (utility bill, lease). Income eligibility requires tax documents, W-2s, or pay stubs. Alternatively, households may qualify through categorical eligibility by participating in another state/federal program that meets the Home Energy Rebates income thresholds.

Household AMI varies by county in Georgia. To determine your household's AMI, please use the U.S. Department of Housing and Urban Development (HUD) database or the calculator above. Knowing your AMI helps determine eligibility for Georgia Home Energy Rebates and other energy efficiency programs.
Ready for a Home Energy Upgrade?
Households should not use a contractor-led pathway under HER or HEAR for emergency upgrades. These pathways cover comprehensive improvements such as HVAC, insulation, and electrical wiring, and do not offer immediate rebates.
For quicker assistance, consider the HEAR DIY Pathway for eligible kitchen appliances. If this does not meet your needs, your household may qualify for other programs, including the Weatherization Assistance Program (WAP) .
Retroactive rebates for the HEAR
Retroactive rebates are available for the HEAR Do-It-Yourself (DIY) Pathway for eligible kitchen appliances if applications are submitted within 90 days of purchase. Participants must meet all program criteria and submit a compliant application. Contractor-led HEAR projects are not eligible for retroactive rebates.
